I think your FEO is wrong , as I understand it all birds and animals are protected under the Wildlife and Countryside Act 1981 unless they are a game species which have seasons or a pest species covered under the General License. Therefore shooting a raccoon would be illegal as it is not on the recognised quarry list for mammals.

According to Government guidelines if a non native species is trapped by someone competant in wildlife management it should either be turned over to an organisation or person with a relevant licence to keep it or humanely killed . So it is permissable to kill one . Presumably with a gun if that's the most humane way. The guidelines don't mention killing one that's free roaming. They just say it should be reported if it's on the list of "exotics". So l guess it would come down to the "reasonable excuse" defence if it ever came to a Court case .
