The slaughterhouse where I worked, only trained people were allowed to use the captive bolt gun but didn't need a fac. The gun had to be signed in and out on breaks etc. I think the premise license allowing slaughtering took into account the use of it and any problem cattle etc the onsite get had to approve the use of it in areas other than the slaughter box.
