I can see where Rob is coming from but letting your dog bump into strange dogs off lead espeacially if the other dog is on a lead and yours goes flying up to it. Things could go pete tong.
PJ is on to some thing espeacially if you have mates with dogs that is a big help. Even if your dog kicks off it will just run out of steam after a few minutes of walking down the road together on leads. Mine did when I saw a trainer sometime back. When he kicked off he was stopped dead and by the time we left he was laying at the feet of a malinos and didn't give a hoot.

and they finally died once planted out. I have not bother since. But it worked for this lady and she had a tidy crop. I must have stuffed up some where

You might find a slip lead more subtle and you can take the wind out of his sails the second he thinks about it until he relaxes then slacken.Keep it nice and short just a foot or two assuming you have taught him not too pull. I wouldn't be tying him up out side shops either regardless
I had a similar problem with mine and messed about for a year or two giving it the old chicken and half hearted corrections. What sorted him in the end was to stop messing about and any time he kicked off or preferably before so it is easier just shut the dog down no nonsense using a slip lead in my case. Being firm not cruel obviously. Every time he started to think about messing about he hit a brick wall and I just got back in after passing two huskies pulling like mad towards him by a couple of feet and he didn't budge. Nothing wrong with pushing off it gives the dog a chance to decide where its going to land the other side and more control and slower. Had a few that all ways jumped barbed wire like that. Could all ways slip and get hung up. Better than jumping full whack and miss judging but jumping in any fashion can go tits. Get on top of all stock breaking asap and sooner from horses to cats.
Get the dog used to having its feet messed with regular so you can keep nails short and avoid or at least help avoid toe injuries
Get saving for vet bills and expect to spend half the season with the dog recovering from some disaster or another.
From the word go don't let the dog get into any daft habits you don't want to deal with later on
