Most cylinders will be fit for purpose and do the job. BUT if it's not the correct and approved cylinder. No one will fill it

Yes, it drills very well.
Use a piece of threaded rod or a bolt with the head removed and mess up the threads so it won't unwind but also gives the epoxy something to bite into
