It's a no from me. Me and my Mrs were on a train Italy. I knew we were supposed to carry our passports but, for security's sake I left them in our hotel room safe. But what’s being proposed is you need it to open a bank account, access the National Health, buy, sell or rent a house, access benefits and any other government services. This looks more like controlling the people of the UK, not controlling illegal immigration. Cheers.
