Don't think you do .. my dad doesn't get housing benefit (owns his house) and got the PDSA to operate on his dog .. there's an online checker that if you fill in it tells you if they'll help you or not it lists a few different benefits ect .

PDSA set limits on what they will treat .. It's not just for the unemployed either people who work but receive benefits can also avail of it
