I just know that organisations with rigid hierarchical structures can experience hesitancy when lower ranks need to operate outside of their experience. You can explicitly tell them to break the rules they’re used to but there’s still often hesitancy.

Specialists are often selected and trained to encourage independence and initiative. It’s a totally different level but look how ‘obi-wan Nairobi’ went…

This lady would have put the LEO in the school corridor, who it's now reported were waiting for a negotiator and specialist riflemen?, to shame.

Surprised the NRA didnt cancel there conference in texas this weekend , seems to be a total lack of respect 

and Trump reading out the kids names with a bell tolling in the background was just cringe worthy point scoring ?

I think most ordinary NRA members would except a 3 to 4 week back round check and stricter laws on the storage of firearms , but that would be it .

That is so very true. The people making the decisions are shit scared of ruining their promotion prospects or being sued for negligence so they go by the manual of guidance. That would have been written with litigation avoidance iin mind.

It was the same in my previous life. On route to one job, a knifeman holding the police at bay I was told that there was a trained negotiater on route, eta one hour. My response was that I had a trained negotiater in the back of the van and we would deal in minutes. The Force Incident Manager nearly sh@t herself, but it was over in less than five minutes my way. No need for rendevouz a mile from the scene with ambulance crews, fire service uncle Tom Cobbly and all.

Risk avoidance and the wrong people in the job through politically correct recruitment will bite the public on the arris for years to come.

You are talking about the U.K. there and I think the public have got exactly what they asked for in the way of a police service !
