Not sure where got your info from Topper but to even drive a tanker you must have passed an ADR course and then a specific loading unloading course for the type of load carried such as flammable liquids (petrol, diesel etc) , no course, no drive a tanker, simples
The issue I understand is with the sub contractors to the refineries (Hoya being the biggest) wanting to hurry up the loading and unloading to save time and thus money, Hoya especially are owned by a billionaire German who makes Eddy Stobart look like post man Pat, their speciality is cost cutting
