I think realistically you need people from within the system, experienced within various institutions. They will also be able to give inside information and possibly aid in the doge side of things. It also lessens the odds of reform putting MPs in place that will bring disrepute scandal. The senneth is a pit of vipers, they don't even allow GB news in the building lol.
