Don announces a $300m cut in aid to Pakistan citing their record on dealing with militants and budget restraints from his tax cuts. These are US mid-term elections. The halfway mark of a presidential term. Don's been in for two years and while he's not up for election until 2020 every single congressman and senator is. The Republicans have the majority in the Senate and Congress which has been instrumental in Don's policy being put through. If the nation still supports him they will enjoy continued support through the election system. If the nation doesn't support him the election results could essentially castrate his administration by electing people that aren't Republicans. This will make pushing policy through difficult as he needs his people in the right places and he'll have a hard time getting the votes he needs if they don't have the majority. Bear in mind the current Republican majority was democratically elected. There are a lot of active voters in the US now. Don's win in 2016 has definitely been a victory for democracy.
