how about if the council/authority's ,when rooting through a pile of rubbish in a gateway or where ever ,if they find any old letters,addresses where rubbish originated from ,then could fine that person .Stop people paying someone £50 to dump a load illegally,and get a proper skip ,a waste transfer number ? If companys have to follow those rules ,as in only a licensed person can remove rubbish ,and get receipt to prove it ,cant be that hard for everyone else to follow?

I very much agree with that sentiment but there is a school of thought that says "why would you put your kids in that position or subject them to such conditions?" As much as I disagree with the crisis of unchecked immigration, I am able to see it from their side as well. I can visualise myself in their position and I would do what it takes to get my family a better life. It's also quite effective at dissuading aggressive neighbours from invasion!
