The problem is, In recent times the only people able to afford rural properties are those retiring from the city. There is another way. The way to increase real wages is to reduce the price of consumer goods. If a Cheeseburger goes down in price from £5 to £2.50, the worker can buy twice as many Cheeseburgers, or, he can buy just the one Cheeseburger he wants, and he has more money left over to buy something else.
