In a perfect world having a dog license like a driving licence could work . You put in some time before even getting a dog and go to classes and watch people training other dogs etc and you get a general dog license that would cover golden retrievers and generic dogs . If u wanted a powerfull dog you had to do that part of the license , watch bite training with those dogs to actually see the damage they can do , learn from experienced dog owners and trainers etc
I've seen opposition to that idea on here before and I can't remember why the opposition but I imagine it would spell the end f
