YOU must be a good shot, hope when on the target range , you are only making 1 hole on the target sheet with all your shots , no pattern as they all go through the same hole. May be a silly question, but what calibre are you looking to? Are you committed to .308? By far the most accurate calibre for 1000yd shooting as of now is the Norma 6mmBR. 25 rounds in a 3" group at 1000yds. The Norma is NOT the same as the Remi 6mmBR; longer bullet, higher BC. If you are serious about 1000yd shooting you're gonna need at least a 28" heavy barrel and a fast twist and a high muzzle velocity to ensure that the bullet stays supersonic up to the target range. You really should put this post up on "Rimfire, Centerfire and Shotguns." There have been a lot of threads there about shooting near footpaths. There are guys who know a lot more than I do about the law on this. The only comment I would make is that if you and your oppo both heard this clown threaten to "get his gun and shoot at you" then you should go straight to the fuzz. Bugger all that crap about not grassing people up. He is way out of order and should lose his SGC/FAC. We none of us need dipshits like him.
