Some state's in the USA have some crazy laws on carrying a blade aswell. 

Here in the UK I  would imagine it would involve previous convictions whether you been caught before used a knife. Type of knife etc. I'd hazard a guess and say yes some probably have been jailed. 

Lots of laws carry a custodial but rarely enforced. Think it's just common practise. Sure you can get a year in jail for not having a telly licence lol

My brother got 3 months when he was about 19 he was walking home and he picked up a stick about a foot long and was trowing it up in the air and catching it out of bordorm and got pulled by plod.

"everything they can"   ??  Whats that mean ?  Politicians speke ?  Looking the other way?  making a report about it ? sliding off for a cup of tea ?  Telling them that they're naughty boys ?  Sod all ?

A bloke who lives over the road is a black cabby in London and if I were him I would invest in a stab proof vest.  About £150.  Might pay dividends.

"Stop and search" has fallen by 75%, so that police clearly aren't using their existing powers. However, they also have what you might call emergency powers, which they can enforce for 48 hours - 

Section 60 of the Criminal Justice and Public Order Act 1994 allows a police officer to stop and search a person without suspicion. Section 60 stops and searches can take place in an area which has been authorised by a senior police officer on the basis of their reasonable belief that violence has or is about to occur, and where it is expedient to prevent it or search people for a weapon if one was involved in the incident.
