Bush then used the atrocity to go to war on Iraq and Afghanistan, even though most of the highjackers were Saudis and no Iraqi or Afghani were ever proven to be involved ! And, of course, Tony Blair jumped on the bandwagon and took us into an illegal war in support of his pal Bush ! So, in my opinion, if there WAS a conspiracy, it wasn't the actual downing of the buildings, it's what happened after. Cheers.
