It may of been a sincere pledge, but one he may grow to regret, after all, making America great again should mean so much more than a wall? But the judgement of him on this issue will be massive..... I reckon his only get out, if it doesn't go through, is that he can blame it on the lack of funds issued by congress... It's a subtle get out clause but could be the only one.
