No need to be sorry mate. The axle thing is a great idea, saves all the messing about welding an ting.
You will have to weld or fix a largish plate/disc to the top of your short pole and set your chain ring below it. You'd have to tinker with the size of the plate/disc, so that the chain won't catch it. Maybe a heavy chamfer on the bottom edge to stop it catching or a downward facing dome shaped plate/disc?
I think the gauge or link size of the chain plays an important part.
May I ask what dog goes on it?
Could you not set up a high wire, so the dog can run up and down it? Say form one side of your plot to the other.
I must say dogs and chains always give you minor grief at best.
Although my dogs are stock broken, live with livestock and roam free at night among them. I don't think I could entirely trust them running free in a land full of succulent lambs. It's a lot to ask from a meat eating hunting dog.
