i dont think there would be too many problems about putting a caravan on some land but you will need running water and electric, you will have to pay council tax as your living there, but as for planning permission shouldnt be needed as its not a fixed structure, meaning it will always be mobile, but dont quote me on that, i'd seek legal help there

get a dummy lure and leave it with him tied up, make sure its well garneshed with meat, i did the same with mine yesterday, he took the bloody cover off the lure! when i fetched it out this morning he was eagle eyed at it!
