By “going backwards”, I mean this season. The Howe/Saudi era is a massive improvement from the Bruce/Ashley era, but the Saudis had a “five year plan, we are 3-4 years into it and two objectives have been reached ; qualifying for the Champions League and winning a trophy, the League Cup, but the tailing off of this season is seen as, if not exactly a step backwards, a disappointment and not where we hoped to be.
