Welcome to the site, for local permission knock on the farmers and landowners doors and ask them politely if you can control their pests, offer a couple of days work when they are busy, lambing, harvesting etc. You will get knocked back a few times but eventually you will get one that says yes. When you get your first permission make sure you respect all property and livestock on it as when they see you doing a good job they will tell their friends, other landowners and farmers so leading to more permission.
