What you have just said is a very good point and observation - they have indeed read the forms if they are saying no, this is at least an indication in the right direction.
What i mean to say is that, ok, the landowner may have someone at the moment, but what if that person should want to give up the permission or indeed they could lose it?
That is when the landowner will remember reading 'something' and go back to it . . . . TA-DA!!
