The public is not allowed near the lines for a good reason, you can die. I certainly would'nt risk my dogs getting fried just to get a fox. Everyone knows the foxes are there but hopefully they are smart enough not to risk their dogs lives.
What about using ropes with reflective strips going to the tree tops where the birds won't perch and out to the fence line? Similar to netting but more open and cheaper. This is the same idea but using banners.

I feed them regularly when my son doesn't put the bag in the outside bin They always go for mine because of the rabbit bits. They tear through the one spot the rabbit is in.
