They don't know the full facts ,I.E is there only one ? whats weapons he has got or explosives like he claims ,they wont make a move until people start getting shot or its 99% on the cards...they will always go down the peaceful route until they have no chose however long it takesWell 1 Poor Innocent Person Is Dead . .
