Give folk nearly as much to sit on their arses as they'd get working. Cue, bring in migrants to do the jobs the indigenous brits won't. If the wages had been realistic or the handouts had been less we wouldn't have needed to bring in foriegners. Call me cynical but that's probably what the intended outcome was.
