Fractional banking is the term given to the illegal Banking practice of giving out loans/mortgages when there is not enough cash in the vault to cover the loan/mortgage amount. Basically the Bank issues a " virtual " amount of money to a person buying a house/property,the home owner defaults on payments and the Bank forecloses on the mortgage and the house/property is then sold off and the bank profits from giving out " virtual " money and replaces it with real money. They are not called Banksters for nothing. Look at the bank bailout of American banks during the financial crisis of 2008 ! The inspector general stating that the TARP summary government commitment was $16.8 trillion dollars !!! HSBC did $881 billion of Cartel money laundering yet was only fined $1.9 billion. All these mega crimes for mega money but nobody goes to jail. JP Morgan Chase and Goldman Sachs worked with hedge funds to bet against the mortgage crash after it started.
