Folk didn't want it, then there be no problem. Supply and demand. Same as alcohol and tobacco we know it's bad for us, and yet we "choose" to poison our bodies and in lot of cases acts of violence under influence of alcohol. Technically it's an offence and the police can stop you for it, but they don't. There are also dog wardens specifically for the problem to ticket offenders The thing is it's not solving the issue therefore something needs to be done. Like rubbing there faces in it! -
