How would they know that he's got indecent images on his laptop or PC? I'm not being funny but if your PC or whatever was bombarded with dodgy links to child porn or whatever you would report it immediately wouldn't you? If the images aren't on his phone and on the PC then imagine they have busted him because he's been viewing sites that are being monitored?
