I hope someone that understands world politics can answer that but this is my take on it. Foreign Aid is supposed to give us a moral high ground in the eyes of the world, it's supposed to help our political position and it's supposed to make life and bussiness here better for us. It's supposed to be an investment politically and economically. For instance Nigeria was quoted, no coincidence that has some of the largest oil reserves in the world... I believe the aid budget is used for many reason, some pure and some not quite so.
