I'd hazzard a guess the shot was taken from a hell of a distance so the energy would be severly diminished to a non lethal level.

 

Is it a standard lead core brass jacketed bullet? Would all AK bullet types fragment if shot through say a sand bag or similar? Just wondering if it's possible it passed through a reasonably dense medium first taking out the 'sting'.
