Leylado Hedging Snapped

I have some young leylany confifers along a railway bank where a footpath is at the bottom someone has gone past and snapped about 30 at the top of the tree they are around five foot tall will they grow on or are they buggered probally done by railway workers or divvys walking the doorway who think they will block access when grown who knows

My plan was to keep the hedge at around ten feet tall and neatly trimmed any way I wanted them to be bushier on the base however these ones that have been snapped have always Been smaller as under a few tree branches and do not get enough light I might move them this winter and replace with laurels anyway and move them back into the lighter areas

Either that or he wants them tall enough to take a shit standing up.

I hear his favourite party trick is the white eared elephant lol, but as far as the conifers are concerned, give them a tidy up with a clean sloping cut
