I've stayed in the village for 5ish years now, have noticed from the road but only decided to go down for a proper look last week and returned today to take some more photos. I've checked online and can't really find any info on it at all.

It is classed as a Gothic style folly, if that is true it did not have a purpose as such. There are follies all over the country where rich people would pick any excuse just to show off their wealth by building one.

 

We have one near us its called Paxton's Folly built around the same time but ostensibly to commemorate Nelson.
