irish travellers? chances are they will have to pass through one of the ferry ports, find someone in those areas and email posters for them to put up in prominent places around the ports mate, fishguard holyhead etc. also description of the blokes vehicles they were in that offered the money for the dog may help rosslare port is just around the corner basicly from where the dog was stolen
