Sounds like good old vinyl silk ,as Mchull said kitchen and bathroom paint , you can steam it …. But it will go stringy and messy ….. I’d personally probably save all the faff and put a couple,of coats of zinsser guardz on and then take it from there , rub back any edges after the first coat and then give it another , needs to be completely sealed  and then either line the walls or just fill and paint over them  (36 yrs on the brush) … heat gun will probably start popping plaster worse than a steamer and is probably  too hot to just soften it unless you fanny with it like a hairdryer, and will burn it . But you could  give it a go … carefully.
