Someone wanted the hasp off or getting into the box not having the key and ground off the corners? The lever part could also possibly have latched into a mechanical locking mechanism and they did not have the key.

No Mate never found out what it was used for. Imo it was built into something like a chest and acted like a Hasp and staple.

I did find another one on line that another detector found but that one was bent right back on itself.
