I was once told " it is the right of any Englishman to own a shot gun" !   ( very old law, still enforced to the full)

                      For that right to be refused it has to be a very, very good reason/refusal by the Police.

Im really clueless on the subject but was lead to believe that with firearms you had to have permission on land to shoot safely on ?
