Precisely because they DO stray - the law says that once they're off the owner's property the owner isn't liable for any damage they might cause. Therefore in legal terms cats, and their owners, are treated differently from dogs, and their owners. Therefore no point in being able to identify a stray cat when its owner isn't legally responsible for it.
