Maybe if you're trying to mail order it, as all mail orders on rifles has to be to through registered firearms dealers these days, maybe that's what they're on about. However, a word of caution ... in light of recent events i would take time out to ensure they put the gun through a chrono in the shop with the ammunition you will be using. Get a computer printout of this if at all possible . At least that way you can always prove that you have been more than reasonable in ensuring that you have purchased the gun in good faith and endevoured to stay on the right side of the law.
