I'm sure many experienced folk will guide you but wouldn't the pup being allowed to watch just increase his frustration and encourage him to demonstrate this vocally?????

Well done for taking it in, you could phone the local police stations to see if anyone has reported the dog lost, the council offices will be closed so you will have to wait until tomorrow to contact the dog warden...............

Using a crate/cage to confine the dog gives the pup its own "space", dogs crated at night are less likely to soil there own sleeping area and its makes house training quicker and certainly less traumatic, dogs allowed access to a whole room at the young age often take longer to train as they can soil one part of the room and it has little consequence

This sounds like a trip to the vets, could just be an infection but personally I'd have to take the dog in.

I think it was probably luck more than judgement.............Victor i'm assuming the pup was left free in the house and not crated, this would have solved the problem.

You have got to be kidding, we moved on from that 20 years ago surely Use a crate and take the pup out at regular intervals/after meals/sleeping etc and praise it after it goes outside.
