Most speed cameras hand out fines. Sweden decided to
have a bit of fun with it. They set up a camera that still fined anyone breaking the limit - but if you kept to the limit - your number plate went into a lottery to win the fine money collected from the
speeders. It wasn't just a gimmick. In three days, average speeds
dropped from 32km/h to 25km/h. It worked because it flipped the script. Instead of punishing bad behaviour, it rewarded good behaviour - and people
responded instantly. Sometimes the smartest behaviour change isn't about scaring people into doing the right thing. It's about making them actually want to.

It’s actually completely deliberate, you can thank Blair for that…..Blair basically did away with England and everything that had ever gone with it including historical rights which basically gave an Englishman the right to do as he pleased as long as it didn’t break a specific law (common law !)…..he changed that to the continental system which is a list of things you are allowed to do and anything not on the list is a crime (sounds confusing but it’s is fundamentally different) 

So, pre Blair, it was a list of things you couldn’t do…..and from Blair onwards it’s a list of things the state allows you to do !
