They are harder for the security services to pre-empt than attacks by organised terrorist units. These unafiliated wackos have been spontaneously radicalised and just pop undetected. Killing your fellow citizens isn't the way to move on. Only good thing is he's dead now so there won't be months of psychoanalysis to deal with.
