They are Statutory Instruments issued under the Agriculture Act. Another example is speeding. They are issued under the Food and Environmental Protection Act, which is another 'enabling act', along with the Health and Safety at Work Act and lots more. Next thing you know, this pair of blokes are running rings round a handful of Police, basically by pointing out the differences in " Acts " and " Laws ".
