Dermatitis means inflammation of the skin, but it can be caused by something in the blood: an allergen maybe as has already been suggested. I'd start by getting the dog on to a sensitive diet: in other words, boiled rice and either white fish or chicken, both of which are well tolerated by even the most hyper sensitive animals. Don't forget to add a good supplement: something like either Keeper's Mix or Kelp powder (Dorwest Herbs do these).

Don't let them feed the dog any titbits at all. The dog will need to be on this diet for at least 3 months before you know if it is diet related, with no extras during that time.

In fact, why not phone up the people at Dorwest Herbs and ask for their help: they are brilliant at sorting out skin problems. Not vets, but they do a very good range of herbal remedies as well as being highly qualified to help with weird problems: http://www.dorwest.com/

Also, some washing powders, carpet shampoos (Shake and Vac is top of the list for causing skin problems in dogs), fabric conditioners, can cause skin irritation. Could also be dust mites, cheytiella mites.

Trying to find the answer to skin problems is like looking for a needle in a haystack, and all possibilities must be eliminated one at a time to make progress: good luck!
