I'd send/give the neighbour a written warning, and get them to sign a copy to prove they'd received it.
Then, when the inevitable happens, you've got some proof you warned them.

For what it's worth, I'd have done the same, and frequently did when I was Mod on Ferrets Forum.
I've never believed in stopping people displaying their foolishness.

Green poo indicates faster than normal mouth to floor transit.
Could be caused by a change of diet, as Matty indicated.
If it persists more than a few days it'd be worth seeking a vet's advice though. If the ferrets start looking unwell then it might be ECE.....that's a vet job for sure.
