Both points are idealistic and far from the reality of the situation. The reality of the situation is millions upon millions of these people are getting displaced, some predictions are saying it will be over a billion by 2050. These people will be kicking down our doors if something drastic isn't done, do you think closer safe havens will accept the brunt of responsibility?

You can't just do that without good planning and creating a structure that will work for these places. Global powers need to get their acts together to try and solve things or else the boatloads will continue to increase.
