Who's to blame?

Tbh, whenever I'm in the BMWs position and about to turn into a single lane sliproad, I'm never sure who has the right of way if a car in the inner lane is also taking that turn?

Can anybody explain the correct action to take?

it kind of looks like a 50/50 to me, but that BMW jumped to the inside lane to take the second exit didn`t look right, neither did that Hyundai driver look right going right round the outside lane, like you said that BMW driver should have been more aware, i was always taught, (many moons ago) that, if you are going to go off a roundabout on the first or second exit stay on the outside lane, and if you're coming off more than the second exit use the inside lane, so that has always stuck with me.
