Like rabbits and rats are. They impinge on peoples business and they get taken out. It's Control. A Cull ~ in this sense ~ is a specific and targeted effort to reduce numbers. There's a subtle, but meaningful, difference. Now, the crafty old beeb / government is swinging it round so that people will envelope fox control in the same sense as their anger and anguish directs at thoughts of a badger cull. Now, the same people will start screaming that ye should keep ye hands off the poor foxes as well. Two birds with one stone. And it won't stop there.
