Garypco 3
You only have to have the dogs on a lead if there is a local byelaw regarding that stretch of public footpath.......... With regards fouling Moll, your dog can foul woodland, agricultural land, pavements with a speed limit above 40mph and your neighbours garden 'cos its private property  I know about the fouling of land act and dog byelaws, I used to be a dog warden.......... Ur right about the fouling law simonian but wrong about not having the dog on the lead, law states that your dog must be under control at all times if it is more than 15 ft out then it is deemed out of control this is why theese flexy leads are a certain length they work within the law,on a highwy your dog has to be on a lead at all times!!! Forgot about the new act Gary  The old system meant that town and parish councils request a dogs on lead byelaw and put this forward to the district council. Dogs had to be on a lead walking adjacent to a public highway but not footpaths through fields, canals etc. We used to cover 50 odd miles of beaches and promonades, some beaches were shut to dogs between May-September and certain promonades were dogs on leads, others were not The new legislation enforced this year, the Neighbourhood and Environmental act 2005 means that councils can enforce a dogs on lead order anywhere, how many dogs go in a public area etc. With a maximum fine of £500 Another piece of legilation in our increasing anti-anything society

littlefish 598
I think anybody who dosen't clean up after their dog is a birty B%*#*&! Have you ever been in a public place (most places, we're all members of the public, after all) and seen a child with it's clothes, shoes or hands covered in dog shite while the parents try to calm them down and wipe it off - disgusting! Gives everyone with a dog a bad name in my opinion! Also the people who walk the streets at night with their dogs and think that just because it's dark, their dogs can't be seen fouling the footpath and then just walk away leaving a steaming pile? Sorry to rant about this one but I live in a town and see it all the time. No excuse.
Guest MOLLY
I agree with what you are saying in towns, laziness. But on the other side of the coin Littlefish, im sick to death of seeing nappy bags in the country filled with dog poo hanging from trees and bushes, or left at the side of the path. That will stay there for a very long time. More non- biodegrable rubbish to clog up the country. Dog poo rots away very quickly in the open. MOLL.
