Hmmm, without buying a tiny light of some kind it's difficult.

 

In the absence of a light first check the gun is empty by dropping the rammer down. It will nearly disappear if empty.

Next you want a good rod and jag combination with a wet with olive oil patch.

With that you can feel the bore.

Forget surface rust, you are looking for deep pitting. Surface rust is easily worked and won't prevent function. Pits won't but feel awful.

If it is a cap lock the caps go on nipples screwed into the breech block.

They must be able to be removed!
