A shooter could hammer the range, shoot 2000 rounds a year, and not have one shot at a live target. Applies for an open ticket after 2 years and gets one. A shooter could shoot 200 rounds a year, all at live targets, and spend hundreds of hours in the field. Applies for an open ticket so they can quickly and easily shoot new permission.
